If blossom feeding aphids are responsible,
I'll have to wait another year to observe.
But if so, what should I do to
respond to this. We can't spray
insecticide (Imidan) during blossom. We did
spray right before bloom.

A few weeks ago the UK meteorological service issued its long range
forecast for the coming summer as one that will be hotter and drier than
usual. Needless to say, since then it has been raining in Ireland
(although the prospects are for better weather quite soon).

The reason for my comment was that very small, bumpy, deformed apple
fruit can be the result of rosy apple aphid feeding on young fruit at
early stages. Campyloma bug feeding on young fruit also can cause
deformed fruit. Both are problems best addressed by entomologists
within our
Mullein plant bug (Campylomma verbasci) cause early season damage
similar to what you describe and can cause heavy damage on one cultivar
while leaving others in the same planting much less affected.
