Not sure about Mass. however I would think several weeks before bud swell to
petal fall. But prefer to finish before bloom.

John, the best time is just before bloom, so in
the next couple of weeks would be best. Certainly, it is no problem to
prune for a week or more after bloom as well. -- Wes
