Ah, you're right, I mixed it up with "apt-get upgrade". "aptitude
safe-upgrade" pulls in new packages (unless "--no-new-installs" is
given on the commandline), but does not upgrade packages which would
require package removals.

So this indeed makes things easier and looks like a bug.

This should happen if --with-recommends and --no-new-installs are both
given on the commandline.
