I feel that pledging a “warranty” of sorts for allocated space is well beyond ARIN’s capabilities - ARIN doesn’t control routing, or blacklists, and has never shown any interest in having that control. At best, ARIN staff can make a best-effort attempt to alert upstream providers and blacklist
