[fedora-arm] Fedora 40 and Helios64 => success

Hi all, after couple years of sitting under the desk I have thought it's time to try Fedora on Helios64. There was progress in mainline kernel regarding the hardware support in the past year or two, so why not to give it a try. There is no mainline u-boot support for Helios64, thus the idea was
