You already got the solution from Doug and I. Doug of course spelled it out
much nicer than I did.
Step 1 – Stop using Unrestricted Access
Step 2 – Stop writing code to disable Unrestricted Access. Developing SQL
scripts and code on field 112 is not going to help with Unrestricted

With regards dynamic groups, request ID in Base Element would require
further permissions added beyond the existing Assignee Group, CMDB Data
Change All, CMDB Data View All, CMDB Write
