That is what we do. We have a "Workflow Logging" group just for this
purpose. We set the option in the server config and leave it alone. All of
our Admins have this group as well as test users. When we need any other
user to run DB/API/SQL client side logs we just add them to this group

No, the permissions are validated. I would guess on the server side.
You could have all your users added to the group allowing
server-side-logging if you like that setup.
