I agree with Shawn comments 100%, its the Incidnet Process Owner who should get
a report with the assignee and the assignee manager info on frequent basis with
such exception incidents that are open, so that the Process owner can take it
up with the Assignee and Assignee Manager

This is probably a common problem. I have some open tickets that are 3-4 years
old and the assigned person has never gone back to close. My thinking is if the
ticket is open for more than a year, it's a dead issue. As such I would like to
