The solution was to get the 764 sp4 emaildaeon.jar file from BMC. After
installing that and restarting the email engine the errors stopped.

We are having an issue where sometimes the email engine cannot connect to the
mailhost to send mail. It appears to be an issue on the mail server were there
are too many connections. When this happen the email engine will send thousands
of errors to the server log file
