If you do not mind that this is not from the admins, do allow me to offer
my opinion on this. You can create a new entry (it should be called
noname), set it as default entry (noname on the entry list should now
be highlighted yellow) and then create your features (e.g. repeat region).

I loaded a gff file in artemis which was generated by the annotation pipeline.
Can I add features and change the annotation in that same gff file and save it
in a different name?
I have tried to add a feature, e.g. repeat_region but it says There is no
default entry.
How should I do?
