Dear Josh,
I know very little about Venus. But my naïve guess is that you will mostly see
emissions from the cloud top, not from the surface.
In order to model this, you will need some data or a guess on the refractive
index of the clouds at this wavelength.

ARTS does not have a sun (yet). Near infrared simulations only make sense at
night with the current version.
