to have appeared after aspell 0.60 started having utf8 support.

I downloaded aspell-0.50.3 from the net and now I am trying to compile
aspell.cpp but for some reason its not working and giving me error
like
fatal error C1083: Cannot open include file: 'settings.h': No such file
or directory
Error executing cl.exe.
Can you please help me and let me know
