But what Sanjib communicates have you understood at all (he simply forwarded the same)? As such the puzzle cum message in the passage is not simple, and Sanjib does not have the background to solve such puzzle.
Any who reads the bold face only, s(he) got the message right, without puzzling.

(Hint: Read highlighted bold face, either you add prefix 2 or not in both cases you get two different 8-digit numbers --requires number-theory background.)

From the midnight of last Monday all telephone numbers of Guwahati will be of 8 digits and all numbers will have a prefix of 2 before the old existing number. As for example if the old number was ABCDEF it will now be 2ABCDEF.
