I have a TE110P card with asterisk at home 2.5
I can't make to work it with my Telco provider, but i have a router
cisco 2600 series with a E1 interface working correctly with the same
provider.
The configuration of router with the E1 card is:

controller E1 1/1
framing NO-CRC4
I don't know the Cicso equipment, but an educated guess from the
configuration info you gave tells me that you need to use MFC R2
signalling.

I was already reading about MFC/R2, but I think that I have problems
with the MFC/R2 signaling
I tried with the following configuration
span=1,1,0,cas,hdb3
cas=1-15:1101
dchan=16
cas=17-31:1101
loadzone=us
defaultzone=us
And I have the following error
Jul 5 09:11:17 WARNING[5454]
Do you know what signalling your telco is giving to you? I only
have hints from your Cisco excerpt, namely CAS and R2.
What is in your zapata.conf for this link? Particularly the
switchtype and signalling entries. Maybe these are incorrect?
Possibly asterisk is expecting some common channel
