Looks normal to me.
What Dial with the '' means is that both lines ring, but the first one
to answer is connected on the call.
From you trace it looks like Zap/3-1 which is your number 206 answered
the call, so the other line goes to hangup.
The Dial with '' is used to implement call teams where
