Is this specific to the SIP firmware? I'm using chan_sccp with a few 7960s
and Transfer is definitely on one of the initial softkeys when

If it's a SIP thing, you might want to consider using SCCP.

Yes, the SIP image did some pretty strange
Only using SCCP, SIP firmware is set in stone.
