I can dial after 1-24 channels but getting intermident problems dialing to
DAHDI channels. Calls get connected sometimes but fails sometimes with below
error.

 app_dial.c:1747 dial_exec_full: Unable to create channel of type 'DAHDI'
(cause 34 - Circuit/channel congestion)

I can't figure out the issue. Any suggestions please?

This sounds like you have it set for T1 somehow?  Have you upgraded
anything lately? Other than that, a Trend tester will show the
problem(s) to you.  

BTW - E1's are 32 channel (not 31).  It's 30B+2D.

Yes it is DL580 from HP. I wanted something big for the type of load to be
used but now im very convinced that it wasn't a best shot! The major problem
I have been facing with both dell and HP, is the kernel panic!! This one
however doesn't give the panic but HDLC and D-channels disconnection does
not want to dis appear. Digium has advised me to downgrade to dahdi 2.1.0.4
libpri 1.4.10.1 and monitor the situation. Busy doing that

Hello Team

I have installed the new DL580 and used the new TE420B to add capacity on
our ivr. Before I put new E1’s I decided to first move the old e1 from the
old system to this new one but it has errors which not only affect the
audio quality, but also cause the asterisk to refuse any call after
sometime even though the channels seems up and active {seems d-channel
fails}..

When processing calls, too much cripping and poor quality sound

Am I right in reading that you're using a HP DL580?I had very similar
problems using a DL145, earlier on, and a number of users suggested that
this might be due to custom PCI bridge chipsets on HP motherboards.
The theory is that the PCI chipsets are designed with specialist timing to
shave nanoseconds off interrupt times, so that you get better hard disk
throughput.

However, it does tend to murder E1 timing, and breaks the entire system.
I resolved the problem by using a non-branded server with a more standard
Tyan motherboard, all timing problems went away, and the system worked
perfectly.
I know it doesn't really sound very helpful to blame the entire server
manufacturer, but some others might agree, brand spanking new and shiny
might not be the best thing for Asterisk, especially these cards.

I am seeing the above error on DAHDI 2.1.0, asterisk 1.4.22 and libpri 1.4.7
I am using a TE120P card.

I am also getting this VERY frequently:
  -- Channel 0/1, span 1 got hangup request, cause 16
  -- Hungup 'DAHDI/0-1'

Versus a normal hangup:
  == Spawn extension (smvoice-dialout, smvoice_callprogress, 4) exited 
non-zero on 'DAHDI/1-1'
-- Hungup 'DAHDI/1-1'

I was using zaptel 1.4.12.1 before using DAHDI and was getting the same 
thing.
Sometimes is appears to work fine - other times I get these SPURIUOS 
hangups.
