I can modprobe TDM400P card without feeding power
supply , so what is the purpose of providing power
supply in that card.

It is needed if you have FXS ports on it, because the card will need
to provide ringing voltage to the phone.

The power connector for the TDM400P is required to generate ring voltage
on the FXS ports. If you don't have and
