Try modify the queues.conf to this:

strategy = linear
timeout = 10
setinterfacevar=yes
monitor-format = wav
monitor-type = MixMonitor
joinempty = yes

 member => SIP/100
member => SIP/101
member => SIP/121
member => SIP/123
member => SIP/120

The same result. Colleague did remotely (in his words): `queue reload 
all office' - and it works for me. This is very strange why my variant 
didn't work :(
