Hi Mark, there are a lot of open source CDR billing program, try this link http://www.voip-info.org/wiki/view/Open+Source+Billing+Systems. But based on your explanation, it looks simple enough, why not just create one that will suit your needs. Those billing programs out there has a lot of features that some of them you dont really need. What we did was just to create our own billing system, since we have a different computation.
