What happens if you use the maxmsg variable in voicemail.conf and
set it to 0 or 1? Don't know if there's a minimum limit, the max is I
think  and default is 100. Maybe there's a built-in vacation mode
feature but I don't know about it.

Just use Play(recordedmsg) instead of voicemail
