1013 was the number that I tried to call. In France, it's the number 
to call the operator France Telecom.

I've also tried to call another number without success.

I will make some tests this evening with the answers that I received via 
this mailing-list.

you used ccs,ami? And how did you find out about placing hdb3 there?

As far as I can remember it was much the same as the OP, I could get
incoming calls but no outgoing.

It was the French company that supplied the QuadBri that suggested
trying the hdb3 setting.
