Yes, either option would work, if it is just a few IP's then the text
entry "block all traffic by host/CIDR" in the Firewall tab will work,
if the list is long you might want to use the /mnt/kd/blocked-hosts
(one IP/CIDR per line), and check that option.

You can create a file 'blocked-hosts' which contains IP addresses of
hosts you wish to completely block by IP address. You cannot specify
domain names, just IP addresses.
The difference between the two it the blocked-hosts file is intended for
mass entry.
