If you're talking about advocating for changes to *Fedora's* build processes to better align them with CentOS build processes, then yes, those are the folks to convince. atomic-devel can provide recommendations and encourage consistency across downstreams, but Project Atomic doesn't do any Atomic Host builds itself.
