I know how to use the VoiceOver modifier key, I only mentioned having to press Caps Lock twice to toggle its status to show that setting it as a VoiceOver modifier was doing something.

To add to what chris already said, the ios isn't acting up, that's how the capslock is suppose to act when its set as a modifier key.Think of it like the jaws key if you will, or the insert/capslock on windows pcs

Hello,Press and hold the key as you enter other commands. For example, hold Caps Lock while pressing left or right arrow to move around or the space bar to select items. Caps Lock is the same as pressing control and option
