In your mod you should include a "ui" folder, which should contain a "sounds" folder and a file called "styles.txt". Sounds are handled by the styles.txt file, look at the default one (in res) or that of the crazymod as an example. To add a sound you use "noise repeat", can't remember what the first number is but I think it's the interval between repeats of the sound, followed by the name of the sound file.
As for your suggestion, I agree that would be very useful. I wish someone would take up development of the game again, it's really good as is but it has the potential to be much better.
