What would you like to do with add-ons? Because JAWS in fact includes all its functionality in a single setup package, and you don't need to install anything to add extra functionality. By the way, what in NVDA is called an add-on, on JAWS it is called

I faced this problem too, in fact right on the Windows 7 Ultimate. However, the problem did not occur on Windows 7 Professional. And there is no apparent reason as to why does it happen
