So basically it allows you to see the picture by learning what all the sounds or the colors mean in braille? Its like learning braille you learn what the letters mean and you are able to make words. But in this case

More or less. The biggest limitation is that there isnt another output method with the resolution that a computer screen has, so keeping a good signal to noise ratio is tricky.
