rhythm rage different way of going about pack purchasing

So far only Oriol has made packs for his game. Bless his heart for doing all of that work. I think this partially has to do with people being busy, and also with the way rhythm rage handles pack creation.

Right now players are given 3 options. Receive no new pack, receive a completed pack, or receive a partially completed pack. And no matter what, all packs cost 5000 credits. This system is all or nothing, and is difficult to work with. So I want to know if anyone likes the structure I propose below. Of course I am interested in Oriol's opinion as well.

Pack creators release their pack level by level. Each level is initially 1000 credits. This will allow users to give feedback as the pack is in progress. There will also be an option for the pack creator to revise a level in case there are mistakes or they want to or forgot to add something. Each revision will cost the user 250 credits. This system is good because it ensures mistakes can be fixed, feedback can be given during development, and even if the pack gets abandoned, there are some scraps left over.
