I'd recommend instead of using this latter variant to stick to OBS Studio, the definitive version of OBS that has, arguably, greater accessibility.As for how to get chat to read, there are multiple options, including TCTS, found here, or various bots. One such bot is Firebot, found here which has very solid accessibility compared to most commonly used bots that you'd see on other people's streams. You could rig that up with a TTS event for when messages come through in chat and have it even output to a separate soundcard if you wish.Hope that information is of use.
