You can't. There is no build of iOS 9.3.5 for the iPhone 7. If you try to use one made for another iPhone, iTunes will refuse to install it.

I think Chris is right. They release different firmware packages for each type of iPhone. My guess is that if you get an iPhone 7, you will be stuck with iOS 10.

I don't think it would work simply because there is no firmware for iOS 9.x. You're stuck on iOS 10.
