Are they using Ericsson gear?
I'm beginning to wonder if it's related to this issue:

Ericsson has said an expired certificate was the root cause of a global
outage, with O2 still working to restore 3G and 4G data services while
I don't see Noggers talking about this recently, however my Telstra phone
calls & data are still not working in VIC.
