That percent of CPU should not impact your bandwidth/speeds.  
You can find out what's impacting the CPU by issuing a 
command.  For example, on cisco it's "sho proc cpu".

For finding the reason a link isn't 'going as hard as it
should', can you clarify what you mean?  Do you see any 
errors or drops on either side of the link?  Anything in the 
logs?
