brought to ISO for ballot. That clearly does not apply to Austin Group
products, since the Austin group is a child of ISO/IEC/JTC 1/SC 22, IEEE and
the Open Group.

Yes, IEEE is probably allowed to do that. But we do not want them to.
So we should ask them not to use this procedure.
"Acccording to their own procedures" is well defined within ISO and IEC,
via the Directives. There cannot be doubt on this.
