I agree that "x or not" is pointless.  

On the other hand, "proceed" absolutely means "succeed" in this context. 
"proceed" means, in English, "to move forward" (or some such), it
definitely does not mean "attempt to move forward".  In this context, if
you moved forward, that means, the reduction succeeded.
