indeed, these non-standard man subdirectories are not aupported by
the MANS primary. But you can use the _DATA primary:
man3fdir = $(mandir)/man3f
man3f_DATA = foo.3f
man3f90dir = $(mandir)/man3f90
man3f90_DATA = foo.3f90
