is set to `no', then that overrides and sets ac_cv_prog_cc_c89
and ac_cv_prog_cc_c99 to `no', for backward compatibility.

and ac_cv_prog_cc_c89 to 'no' as well, for backward compatibility with
obsolete KR tests in the Automake test suite.
