Why are the functional tests crapping out on me? First, I get the UDDI Ping test failure because the IBM web site is returning "400 Proxy" errors for all requests, SOAP or browser. I have a fix for that that I will submit. Now I am getting 3 errors in the Attach

I just tried running the functional tests and something weird is going on. The mssoapinterop.org site seems to be down, which is timing out the WSDL2Java stuff. For one thing, we're apparently bubbling up Exceptions about the connect timeout instead of printing the nice timeout me
