OperationDesc was not synchronized to a method

Hi All,

I am facing a problem with the Axis deployment. Things are working fine
on my production machine. I want to do a similar setup on of the other
machines. I am getting this error
org.apache.axis.InternalException: java.lang.Exception: The
OperationDesc for <method_name> was not synchronized to a method
com.ist.webservices.apm.<MyService>SoapBindingSkeleton.
Is there any permission problem or some java version problem.
I am having Java 1.3 in the machine which gives problem
Please let me know.
