Put this in your Catalina.bat at the bottom, in the line starts with
%_EXECJAVA% %JAVA_OPTS% %CATALINA_OPTS% %DEBUG_OPTS%
-Dlog4j.debug -Dlog4j.configuration=log4j.config.xml
and put your log4j.properties.xml in the /classes directory
