will create the initial server-config.wsdd file for you.
From
there, further deployments will add sections to the file. Or, you can add
them manually - use an example deployment desciptor as a
template.

I had to make my own, based on the
installation instructions. I found that it needed to be placed in my
axis/web-inf/ directory. What follows turns on the monitor as well, so make sure
you have compiled that.

because you have to generate it using AdminClient. see Axis User's Guide.
