Changing the default encoding in the JVM on both the client and server
worked beautifully. I don't know if your second tip works. I am not using
weblogic.

pi.put("file.encoding", "UTF-8");
System.setProperties(pi);
If this does not work try following:

What XML parser and version are you using? It could be an issue with the
parser.
It would be nice to see the SOAP... have you used tcpmon to look at it?
