If you mean if there's something like XMLSpy on Win32 I'm afraid there
nothing like this. There are various free XML-Editors out there most of
them written in Java. Still you could run e.g. XMLSpy using wine, I've
already tried it and it works perfect.

Apache::Test can not be installed/run as root hence you can not install
it via CPAN-Shell, see mod_perl-Archives about that.

With some more poking around I discovered the problem was that I was missing some of
the gcc packages - specifically the ones required for g++. Nothing to do with expat
after all! The configure script output was just a plain lie!
So now I'm over that, I'm getting a very specific error -

I figured it was failing one of the tests but wasn't sure if I could safely ignore it
or not. I patched it and it worked fine - XML::LibXSLT is now installed, according to
the CPAN shell.
