Good information,
Do you know who gave or permitted the dispensation-was it the priest or bishop
or someone else? Do you also know if all the requests for dispensation were
approved, and if no, not why?

I know a couple that came from the Azores in the early 60's and were
married in the Azores probably in the late 50's. When they decided to marry,
they went to the local church to setup the wedding. They were related (don't
know to what degree) and in order to receive the dispensation,
I think Joao Ventura said that they were granted in Rome, but in some cases
could be granted locally. I can't remember the particulars on that, but I
do remember he said all dispensations were granted.

Usually it was the priest who permitted the marriage. It was his duty to
check up on the relationships of bride and groom. I think with first
cousins permission had to be granted by the bishop.
Checking the internet: Blood relationship (consanguinity) in the direct

actual situation of the persons. Only the Bishop or his substitute, the
OUVIDOR could give permission to marriages. Everybody wanting to get married
had to apply to the OUVIDORIA to get permission to be married. They
