What is now Fremont (which is a consolidation of several small towns) had a great concentration of Azorean immigrants. In contrast, Oakland had fewer. My grandfather's oldest brother settled and remained in Fremont while later brothers spread into Oakland and elsewhere, Still, though, the festas were in Fremont and they went there. Thus, an Oakland resident would be likely to be active in a Fremont-based group.
