Liz, when you get to the Passportes, look to the left of the screen and it gives you the Island names. Click on the island you want and it will bring up the Concelhos (Counties) then click on the Concelho and it will list the villages for that Concelho. Click on the village name and it will bring

It's probably just you. Sorry! Tombo.pt is a portal or a table of contents or the front door to the CCA site. There is nothing wrong with Tombo.pt. I used it to navigate to the CCA and open a baptism. So you will need to list the steps 1, 2, 3, and explain what you did for anyone to determine
