On Windows 8.1 and I think on Windows 8, you have two options for rotating an
image.
1. Open the image by double-clicking. That opens the Windows Photo Viewer
which has a rotation function in the tools at the bottom of the screen.

any format. Has rotation and a nifty feature to paste left, right, top, bottom.

Yes, I would say these are the right people. You often see this when
religious first names are used and when any record lists a grandparent.
