The [backstage] prefix is automatic , its added by the list software.

Tto start a new topic simply click compose/new mail/whatever in your mail 
client to create a fresh empty email , fill it in then send it to 
backstage@lists.bbc.co.uk

Don't reply to an old message and change the title to achieve this because it 
will appear 
to some people as reply due to the headers inside the email.
