just a little more detail. this can be done easily with putty as there is a
"tunnels" section in the config that will let you choose the remote port to
connect to and also the local port. you can put a script into putty to run
your backup command, which is probably BackupPC_dump. you just have t
if the client initiates the connection and provides and ssh tunnel, backuppc
can be setup to connect to 127.0.0.1 with the appropriate port for the
tunnel, then the client can connect to the server and the server can backup
the client over the ssh connection.

Click on "Documentation" the first section "BackupPC Introduction" gives the
version information. Mine says:

While my setup is fairly typical, and almost all machines have one C
drive with all files, I'd like to throw some other machines that have a
D, E, F, ... drive as well.
To try to do this, I merely added a D$, E$, ... share to the backup
list. On the hosts that had them, they would be backed up.

i need to setup something that works across the internet, and it looks
like BackupPC can't do that. i'm sad, i'd much rather use BackupPC than
rdiff-backup or safekeep or whatever i'll have to use instead..

you must shut down the remote database before the backup though. either
that or you must create a different directory and use that database's tools
to do a dump and then backup the dump. do you have rsyncd on the remote
system? if so, that is an ideal way to back you data up. you can use
backuppc was likely installed as a different user. the use probably was
deleted and that is probably why you get the numeric uid/gid. this can also
happen if you rsync or copy your backuppc data directories from another
machine.
the easy solution is to
chmod -R backuppc /path && chgrp -R backupp
