I was using backuppc to backup a directory off a linux box in Toronto - to my
backuppc server in Philadelphia.

Is BackPC deleting backups? As in do you have constantly 2 full backups and 1
incr.? And if you view a incr. backup it says in the top which backup sessions
it is using to create the view, maybe that will give some clues. And what about
that Partial backup? Do you know the reason for that

is GLOBAL configuration, while
$Conf{FullKeepCnt} = [ '1' ];$Conf{FullKeepCntMin} = '1';
belongs to specific host configuration, so it overrides global parameters,
